DHS Purchases 450 Million Hollow-point Bullets

The Department of Homeland Security (DHS) and its Immigration and Customs Enforcement (ICE) have made a purchase that is making a lot of people very nervous. Recently they put in for a “indefinite delivery” of an “indefinite quantity” of .40 caliber ammunition from defense contractor ATK. The two agencies will receive a maximum of 450 million rounds over the next 5 years.

“We are proud to extend our track record as the prime supplier of .40 caliber duty ammunition for DHS, ICE,” said Ron Johnson, President of ATK’s Security and Sporting group. “The HST is a proven design that will continue to serve those who keep our borders safe.” ATK will produce the ammunition at the Federal Cartridge Company facility in Anoka, Minn. Deliveries are expected to begin in June.

This does have some people worried. At conservative blog Political-Conservatives.Blogspot.com they mused this:

“In the past couple weeks, we have written here about our concerns that there will be no election and that we do not understand the press and the threats of riots if the killer of Trayvon Martin is not arrested. Add on top of that the tweet-gate of Roseanne Barr and Spike Lee and one has to wonder what is going to happen next.”

A commenternamed “Brian” on Truthaboutguns.com had this to say:

“Thats 50 rounds per estimated armed agent per month. I am not obligated to train and I shoot more than that in a month.”

Brian has the best and most logical point. It is the agents job to be prepared, and the vast majority do not like to wait to shoot a gun until it is qualifying time, so they stay sharp and practice as often as they can.

    You’re analysis is incorrect. Hollow points bullets are not used as practice ammunition for “staying sharp”. Hollow points are expensive defensive rounds that are specifically used to stop an attacker and are more lethal than standard rounds. This has nothing to do with agents being prepared for “standard duty”. This is an irregular procurement and should be scrutinized by the media as it’s a very expensive and purposeful purchase for such a relatively small federal agency. It is much more likely that they are preparing for something that they apparently have intel on that we do not. One such example would be that they expect civil unrest, like what we are seeing in Greece.

      Law enforcement (including DHS) always practice with the same ammo they carry on duty. So yes, they would use hollow points as practice ammo.
      I agree that this is all shady as hell, but I just wanted to point that out.

    These are not used for target “practice”! This is very misleading, and my concerns are, if “they” are purchasing so many, there must be a very good reason, and I think we should all be questioning their motives! I believe in national security, but NOT in such secrecy as to not warn the American Citizens of impending danger!

      Not totally accurate. Many PD’s offer NO practice rounds at all to their personnel. It’s up to the officer to buy his own and stay proficient. and you can bet he’s going to buy China Marts finest at the lowest price he can find.

    First thing it seems to me ICE is getting it to prepare for war with the cartel and secondly DHS is probably getting it for the same reason….. Since when has the government made public an attack, it didn’t when D-Day happend or while it was developing the H-bomb!!!! We are at war with the Mexican cartels, at war on drugs

    much more expensive than gas chambers but then you don’t have to round up and transport the people first. But cheaper than feeding them when locked up. which people you may ask… the American people no discrimination or racist action here everybody included.
    But then again maybe there is a war coming up we have not been told about yet in five years time.
