Robert Dear is the man authorities say shot 12 people at a Planned Parenthood clinic in Colorado Springs, Colorado on Friday. Sources say Robert Dear spent part of his time living in a home with no electricity or running water in Black Mountain, North Carolina.

Black Mountain neighbor James Russell says Robert Dear kept to himself, but when he did address people it was incoherent.

“If you talked to him, nothing with him was very cognitive,” Russell, who lives a few hundred feet down the mountain, said.

James Russell never heard Robert Dear say anything about religion or abortion–two topics that might incite anger toward the services Planned Parenthood provides.

CBS News reports that Robert Dear surrendered on Friday after learning authorities surrounded him.

“We don’t have any information on this individual’s mentality, or his ideas or ideology,” Colorado Springs police Lt. Catherine Buckley said when addressing the media on Friday.

“Certainly it could have been much, much worse if it were not for the heroism of our police officers to corner the person in the building,” Colorado Springs Fire Chief Chris Riley said in a statement.

“This is not normal. We can’t let it become normal,” he added. “If we truly care about this–if we’re going to offer up our thoughts and prayers again, for God knows how many times, with a truly clean conscience–then we have to do something about the easy accessibility of weapons of war on our streets to people who have no business wielding them. Period. Enough is enough.”

Robert Dear is scheduled to appear in court on Monday. He will be charged with the deaths of three people–one of whom was a police officer–and the wounded of at least nine more.
