Joe Biden recently surprised onlookers and one unsuspecting Republican when he grabbed a cellphone from a man in a Sarasota restaurant yesterday and engaged in a long conversation with the person he’d been talking to–his brother– about health care reform.

For some, Biden’s eccentric behavior is not a shock. He is notorious for speaking his mind–whether it’s politically advantageous or not–and often makes headlines with his free-spirited ways. His jokes, however, are not always taken with a grain of salt, and when his phone conversation turned to the election, those present were surprised at his reaction.

After saying he wasn’t going to argue to gain a vote, Biden said, “After it’s all over, when your insurance rates go down, then you’ll vote for me in 2016.”

His comment is all over the web today, especially on social media outlets like Twitter.
