Somewhere in a nondescript office, a human operator stares at a bank of screens, watching a confused robotaxi idle at an intersection. The car doesn’t know what to do. A construction crew has blocked its planned route, and the vehicle’s algorithms are stuck. So a person — maybe hundreds of miles away — intervenes, plotting a new path or giving the machine permission to proceed.
This is the reality behind the gleaming promise of autonomous vehicles. Not fully independent robots gliding through city streets, but machines tethered to remote human minders who step in when the software falters. And now, a senior U.S. senator wants to know exactly how dependent these cars really are on the people behind the curtain.
Sen. Ed Markey of Massachusetts has launched a formal investigation into the remote assistance operations of every major robotaxi and autonomous trucking company in the United States, according to letters sent to nine companies and first reported by The Verge. The targets: Waymo, Tesla, Zoox, Cruise, May Mobility, Gatik, Aurora, Kodiak, and Torc Robotics. The questions Markey is asking are pointed, specific, and overdue.
How many remote operators does each company employ? How many vehicles does each operator monitor simultaneously? What happens when connectivity drops? And perhaps most critically — how often do these supposedly autonomous vehicles actually need a human to bail them out?
The companies have until July 18 to respond.
The Uncomfortable Math of Remote Operations
The autonomous vehicle industry has long operated under an implicit promise: remove the human driver, reduce costs, eliminate human error, save lives. The economics are supposed to be transformative. No salaries for drivers. No fatigue. No distraction. Vehicles running 24 hours a day.
But remote assistance complicates that calculus considerably. If every robotaxi on the road requires a human operator monitoring its feed — or worse, multiple operators for a single vehicle — the labor savings evaporate. The cost structure shifts rather than shrinks. And the safety proposition becomes murkier, because now you’re relying on a person watching a video feed with latency, limited field of view, and no physical sensation of the road.
Markey’s investigation zeroes in on this tension. His letters ask companies to disclose the ratio of remote assistants to vehicles, which gets at the fundamental business viability question that investors have been debating for years. A one-to-one ratio would be devastating for the industry’s economic thesis. A one-to-many ratio raises different concerns — about whether a single operator can adequately monitor multiple vehicles in complex urban environments.
The senator also wants to know about training requirements for these remote operators. How many hours of instruction do they receive? What certifications, if any, are required? In traditional transportation, commercial drivers must obtain CDLs, pass medical exams, and log regulated hours. Remote operators of autonomous vehicles exist in a regulatory vacuum. No federal standards govern their qualifications, their working hours, or the conditions under which they intervene.
This isn’t a theoretical concern. Cruise, the General Motors subsidiary, had its California permits revoked in late 2023 after one of its robotaxis dragged a pedestrian who had been struck by another vehicle. Investigations revealed that remote operators were involved in the incident response, and questions about the adequacy of that response contributed to the regulatory fallout. Cruise has since laid off a significant portion of its workforce and remains in a state of operational limbo, though it has indicated plans to resume testing.
Waymo, the Alphabet subsidiary and current market leader, operates commercially in San Francisco, Los Angeles, Phoenix, and Austin. The company has been more transparent than most about its remote assistance model, though it draws a careful distinction between “remote assistance” — where humans help the car make decisions — and “remote driving,” which it says it does not do. But the line between guiding a car’s decision-making and controlling its movements can be thin, and Markey’s letters suggest he wants to understand exactly where that line falls.
Tesla is the wildcard. The company launched its robotaxi ambitions in Austin in June 2025, but its approach differs fundamentally from Waymo’s. Tesla uses camera-only systems without lidar, and CEO Elon Musk has repeatedly expressed skepticism about the need for remote operators. Yet Tesla’s actual deployment appears to involve human oversight, and Markey’s inclusion of Tesla in the investigation signals that Washington isn’t taking the company’s public statements at face value.
A Patchwork of Secrecy and State-Level Rules
One of the most striking aspects of the autonomous vehicle industry is how little the public knows about day-to-day operations. Companies guard their remote assistance data fiercely, treating intervention rates and operator ratios as proprietary information. They argue, not without some justification, that competitors could exploit such disclosures. But the effect is that cities hosting thousands of robotaxi trips per week have almost no independent data on how these vehicles actually perform.
Federal regulation of autonomous vehicles remains essentially nonexistent. The National Highway Traffic Safety Administration has issued voluntary guidelines and opened investigations into specific incidents, but comprehensive legislation has stalled in Congress for years. The SELF DRIVE Act passed the House in 2017. It died in the Senate. Texas has minimal autonomous vehicle regulations, which is one reason Tesla chose Austin for its launch.
Markey’s investigation represents one of the most significant federal-level efforts to force transparency on the industry in years. While he doesn’t chair a committee with direct jurisdiction — he’s a member of the Commerce, Science, and Transportation Committee — his letters carry political weight. They establish a public record. And they put companies on notice that the era of operating with minimal federal scrutiny may be ending.
The timing matters. Autonomous vehicles are scaling rapidly. Waymo now completes over 200,000 paid rides per week across its operating cities, a figure the company disclosed earlier this year. Tesla has ambitious plans to expand its Austin robotaxi service. Amazon’s Zoox is testing in several cities with plans for commercial launch. May Mobility operates in multiple markets. And on the trucking side, Aurora, Kodiak, and Torc are pushing toward commercial freight operations on highways.
Each of these companies uses remote assistance differently. Some employ large teams of operators who can see what the car sees and suggest actions. Others use a more limited model where operators are contacted only in specific scenarios — like an unfamiliar road closure or an ambiguous traffic signal. The variation itself is a problem, because it means there’s no standard definition of what “remote assistance” even means, let alone how it should be regulated.
Markey’s letters also probe cybersecurity vulnerabilities. A remote assistance system, by definition, creates a communication link between the vehicle and an external operator. That link is a potential attack surface. If a bad actor could intercept or spoof communications between a robotaxi and its remote operator, the consequences could be catastrophic. The senator wants to know what safeguards companies have implemented and whether those safeguards have been independently tested.
There’s also the labor question. Remote operators are a new category of worker, and their employment conditions are largely unexamined. Are they classified as employees or contractors? What are their shift lengths? How is fatigue managed? In aviation, air traffic controllers operate under strict regulations governing hours, breaks, and staffing levels — rules written in the aftermath of disasters caused by human fatigue. No equivalent rules exist for the people remotely monitoring autonomous vehicles.
And the connectivity question is perhaps the most unsettling. What happens when a remote operator loses contact with a vehicle? Cellular networks drop. Signals degrade in tunnels, parking garages, dense urban canyons. If a robotaxi encounters a situation requiring human input and can’t reach its operator, what does it do? Pull over? Stop in traffic? Continue on its last known instructions? Each option carries risks, and Markey wants companies to explain their protocols in detail.
What Comes Next
The industry’s response to Markey’s investigation will be telling. Companies could cooperate fully, providing detailed data that either validates their safety claims or exposes gaps. They could provide minimal responses, citing trade secrets and competitive concerns. Or they could push back politically, arguing that premature regulation will stifle innovation and push development overseas.
History suggests a mix of all three. The autonomous vehicle industry has been adept at managing its political relationships, spending millions on lobbying and cultivating allies in both parties. But public sentiment is shifting. High-profile incidents — the Cruise pedestrian dragging, repeated reports of Waymo vehicles blocking traffic or behaving erratically, Tesla Autopilot crashes — have eroded the unconditional enthusiasm that once surrounded self-driving technology.
Residents in San Francisco have expressed growing frustration with robotaxis, and similar complaints are emerging in other cities. The romance of driverless cars fades quickly when one is blocking your driveway at 2 a.m. or stopping inexplicably in the middle of an intersection during rush hour.
Markey has been a persistent voice on technology oversight throughout his career, from telecommunications to privacy to AI. His investigation into remote assistance operations may not result in immediate legislation, but it will generate a public record that other lawmakers, regulators, and journalists can use. It will force companies to commit specific claims to paper — claims that can later be tested against reality.
The fundamental question is simple, even if the answer isn’t. Are autonomous vehicles truly autonomous?
