The Federal Aviation Administration is short thousands of air traffic controllers. Its solution? Recruit the people who spend their nights playing Call of Duty, Valorant, and flight simulators.

It sounds like satire. It isn’t.

The FAA has launched a targeted campaign aimed at competitive gamers, esports enthusiasts, and simulation hobbyists — people the agency believes already possess the rapid decision-making skills, spatial awareness, and ability to track multiple moving objects that define elite air traffic control. The initiative, first reported by Fortune, represents one of the most unconventional federal hiring strategies in recent memory, and it reflects the severity of a workforce shortage that has quietly become one of American aviation’s most pressing safety concerns.

The numbers are stark. The FAA employs roughly 10,200 fully certified controllers today, according to the agency’s own workforce data. It needs at least 3,000 more to meet staffing targets it set years ago. Retirements are accelerating. Training pipelines are clogged. And the consequences are already visible: mandatory overtime that leaves controllers exhausted, facilities operating below minimum staffing levels, and periodic ground stops at major airports not because of weather but because there simply aren’t enough people in the tower.

So the FAA is going where the talent is — or where it thinks the talent might be hiding.

Why Gamers? The Cognitive Case

The connection between gaming and air traffic control isn’t as far-fetched as it first appears. Research from the University of Rochester and other institutions has consistently shown that action video game players demonstrate superior visual attention, faster reaction times, and better multitasking performance compared to non-gamers. A 2023 study published in Psychological Bulletin confirmed that habitual gamers show enhanced ability to track multiple objects simultaneously — a skill that maps almost directly onto the work of monitoring dozens of aircraft on a radar screen.

Air traffic control demands a specific and unusual cognitive profile. Controllers must hold complex three-dimensional models in their heads, anticipate conflicts between aircraft moving at different speeds and altitudes, issue rapid verbal instructions with zero ambiguity, and do all of this under relentless time pressure for hours at a stretch. The margin for error is essentially nonexistent. A wrong instruction, a missed callsign, a momentary lapse in situational awareness — any of these can put hundreds of lives at risk.

Gamers, the FAA argues, have been training these exact neural pathways for years. They just didn’t know it.

The agency has reportedly begun placing recruitment ads on Twitch, YouTube gaming channels, Discord servers, and at esports events. Some ads feature side-by-side comparisons of radar screens and real-time strategy game interfaces. Others highlight the salary — fully certified controllers earn a median of around $138,000 annually, with those at high-traffic facilities like New York TRACON or Chicago Center pulling in well over $200,000. No college degree is required. You need to be a U.S. citizen, pass a medical exam, clear a security background check, and be under 31 years old at the time of application.

That age cap matters. It eliminates a huge swath of potential career-changers and funnels the FAA toward younger applicants. Gamers fit the demographic perfectly.

But recruitment is only half the problem. Maybe less than half.

The FAA Academy in Oklahoma City — the sole gateway into the profession — has a washout rate that has hovered between 20% and 30% in recent years, depending on the facility type trainees are assigned to. Those who pass the academy then face months or years of on-the-job training at their assigned facility before earning full certification. The entire pipeline, from application to fully certified controller, can take three to five years. Some never make it. The attrition is brutal and expensive.

Former controllers and union officials have questioned whether gaming experience will translate into the sustained, high-stakes concentration the job demands. Playing a video game for a few hours is one thing. Working a busy approach control position for an eight-hour shift, knowing that every instruction you issue has life-or-death consequences, is something else entirely.

“The stress isn’t the same,” one retired controller who worked at Atlanta’s TRACON facility for 22 years told colleagues in an online forum earlier this month. “In a game, you die and respawn. In this job, people die and they don’t come back.”

Still, the FAA’s logic has supporters. The National Air Traffic Controllers Association (NATCA), the union representing the workforce, has broadly endorsed expanding recruitment efforts, though it has been more focused on pushing for increased academy throughput and better facility staffing mandates. NATCA has long argued that the shortage predates COVID-19 by at least a decade, tracing its roots to a mass firing of controllers during the PATCO strike of 1981 and the subsequent hiring wave that is now producing a surge of retirements as those Reagan-era replacements age out.

The math is unforgiving. The FAA hired about 1,500 new controllers in fiscal year 2024. It needs to sustain or exceed that pace for years to close the gap, even as retirements continue to drain the ranks. And each new hire represents a multi-year investment before they’re fully productive.

A System Under Strain

The controller shortage isn’t an abstract policy problem. It manifests in real, measurable ways every day across the National Airspace System.

In 2024, the FAA issued more than 8,000 ground delay programs and ground stops at major airports — many of them attributable at least in part to staffing constraints rather than weather or equipment failures. The New York metropolitan area, which handles more air traffic than any other region on Earth, has been particularly affected. Facilities serving JFK, LaGuardia, Newark, and Teterboro have operated below target staffing levels for years. Controllers at these facilities routinely work six-day weeks and 10-hour shifts.

Fatigue is the inevitable result. And fatigue in air traffic control is not a minor concern — it’s a safety hazard of the first order. The National Transportation Safety Board has cited controller fatigue as a contributing factor in multiple runway incursion incidents. A near-collision at Austin-Bergstrom International Airport in February 2023, where a FedEx cargo plane came within 100 feet of a Southwest Airlines 737 on a runway, drew national attention to the issue. While the NTSB’s final report on that incident pointed to multiple factors, the broader context of an overworked, understaffed controller workforce was impossible to ignore.

The FAA’s own internal safety reviews have acknowledged the risk. A 2024 report from the Department of Transportation’s Office of Inspector General found that 77% of critical air traffic control facilities were understaffed relative to the FAA’s own targets. Seventy-seven percent.

Against this backdrop, the gamer recruitment strategy starts to look less like a gimmick and more like an act of desperation — or, more charitably, creative pragmatism. The traditional pipeline of military veterans and aviation enthusiasts who once filled controller ranks has thinned. The military itself faces retention challenges. Aviation programs at community colleges, which the FAA has historically partnered with through its Collegiate Training Initiative, produce a limited number of graduates each year. The agency needs to cast a wider net.

Gaming communities represent a massive, largely untapped talent pool of young people with demonstrably strong cognitive skills and, critically, comfort with high-information-density screen environments. The average competitive gamer processes visual information faster than the general population. They’re accustomed to making split-second decisions based on incomplete data. They communicate rapidly with teammates using precise, standardized callouts — a behavior strikingly similar to the phraseology controllers use on frequency.

None of this guarantees success in the profession. But it suggests the raw material might be there.

The FAA has also reportedly explored partnerships with game developers to create air traffic control simulation games that could serve dual purposes: public education about the profession and informal screening of potential applicants. Whether any such partnerships have been formalized remains unclear, but the concept aligns with broader trends in gamified recruitment that companies like the U.S. Army (with its ill-fated America’s Army franchise) and various tech firms have experimented with over the past two decades.

The Bigger Picture

The gamer recruitment push is happening against a turbulent political and budgetary backdrop. The FAA’s funding has been subject to repeated short-term extensions rather than a comprehensive reauthorization, creating uncertainty about long-term hiring plans and capital investments. Congressional debates over the agency’s budget have sometimes devolved into partisan fights over unrelated policy riders, leaving the FAA in a state of perpetual fiscal limbo.

Meanwhile, air traffic in the United States continues to grow. Airlines added record domestic capacity in 2024 and early 2025. New entrants — including advanced air mobility vehicles, commercial drones, and the still-nascent space launch industry — are adding complexity to an already saturated airspace. The system needs more controllers, not fewer. And it needs them now, not in five years.

The gamer strategy alone won’t solve this. Everyone involved acknowledges that. But it represents a willingness to think differently about a problem that traditional approaches have failed to fix. The FAA has spent decades recruiting from the same pools, using the same messaging, following the same processes. The shortage has only worsened.

Something had to change.

Whether the kid who can track 15 enemies on a Fortnite map can also safely separate a 737 from an Airbus A320 on final approach to O’Hare — that remains to be seen. The cognitive overlap is real. The stakes are incomparably higher. And the FAA is betting that with the right training, the translation will hold.

It’s a gamble. But given the alternative — a national air traffic system slowly grinding down under the weight of its own staffing crisis — it may be the most rational bet the agency can make.
