Britain’s undersea cables carry the vast majority of its internet traffic. They also represent one of its most exposed vulnerabilities. In early 2026 Russian submarines spent more than a month operating in waters north of the UK, mapping routes that could be severed in any future conflict. The episode, now laid bare by Defence Secretary John Healey, has sharpened focus on both military readiness and the legal framework meant to safeguard this hidden infrastructure.
Three Russian vessels took part. An Akula-class attack submarine acted as a diversion. Two specialist craft from Moscow’s Main Directorate for Deep-Sea Research, better known as GUGI, performed the actual survey work. Healey described the operation in stark terms at a Downing Street briefing. “They are designed to survey underwater infrastructure during peacetime, and sabotage it in conflict.” The Akula soon withdrew after being monitored. The GUGI boats lingered. No damage occurred. Yet the message was unmistakable.
Exposure and Response
The UK and Norway tracked every mile. Frigate HMS St Albans, tanker RFA Tidespring and Merlin anti-submarine helicopters formed the core of the effort. RAF Poseidon P-8 maritime patrol aircraft joined from Lossiemouth. The month-long operation yielded intelligence on Russian tactics. It also produced a public warning. “To President Putin, I say, ‘We see you,'” Healey declared. “We see your activity over our cables and our pipelines, and you should know that any attempt to damage them will not be tolerated and will have serious consequences.”
That direct language marked a shift. Previous incidents drew quieter monitoring. This time London chose exposure. The Register reported fresh details on 1 June, noting the government’s parallel push for legislation. The Register highlighted plans for stiffer penalties against ship owners or operators who recklessly damage cables. Fines. Prison terms. New obligations on cable operators to prevent, detect and respond to threats. A white paper due later this year will flesh out the details.
Baroness Liz Lloyd, minister for digital economy, expanded on the thinking in a speech at the Royal United Services Institute. “Their mission was to survey our cables in peacetime, so they could more easily sabotage them in a conflict. They wanted this operation to be secret, but they failed.” The government, she added, cannot stand still “as hostile activity by Russia and others grows.” Protecting these cables “matters more than ever for our economy, security and daily lives.”
Sixty-four cables link Britain to the global internet. More than 90 percent of daily traffic travels through them. Gas pipelines, such as the Langeled line from Norway, add to the list of critical assets on the seabed. Most faults historically trace to anchors or fishing gear. The pattern has changed. Baltic Sea incidents in 2025 and early 2026, involving suspected Russian-linked vessels dragging anchors across cables, raised alarms across NATO. A Reuters report from late May detailed Britain’s move toward tougher penalties precisely because of this pattern. But legislation alone won’t suffice. The Royal Navy has expanded its Atlantic Bastion program. Uncrewed autonomous vessels will supplement manned ships. These systems could one day patrol cable routes continuously. For now they remain developmental.
Parliamentary draftsmen have been mobilized to turn policy into statute. The Joint Committee on National Security Strategy previously criticized the government’s approach as too timid. New rules will impose consistent security standards on operators and grant emergency powers to compel action. Yet questions linger. How quickly can repairs happen if multiple cables are cut simultaneously? What happens to financial markets or military communications if transatlantic links fail for days?
The BBC captured the scale in its April coverage. BBC News noted that three Russian submarines conducted a “covert” operation over cables and pipelines. Healey’s team emphasized that more than 90 percent of the UK’s internet traffic depends on these lines. The GUGI vessels, capable of launching mini-submarines from motherships, specialize in exactly this kind of reconnaissance and, if needed, disruption.
Broader patterns reinforce the concern. Reuters documented NATO’s increased patrols in the North Atlantic and Baltic following cable outages since Russia’s invasion of Ukraine. Most outages still trace to civilian activity. The trend line, however, points toward deliberate probing. Critics argue the measures still fall short. Repair times average eight days even under normal conditions. A coordinated attack could overwhelm that capacity. Uncrewed systems offer promise but require years to field at scale. Legislation will deter some reckless ship operators yet do little against state-directed submarines. So the Royal Navy continues its patrols. Intelligence services monitor GUGI’s Arctic bases. Parliament prepares fresh statutes.
The seabed has become a new front. Britain, with its long coastline and central role in global data flows, sits squarely in the crosshairs. Healey’s blunt warning to Putin signaled resolve. Whether that message, backed by ships, aircraft, future drones and updated laws, proves sufficient will be tested in the months and years ahead. For now the cables remain intact. The submarines have withdrawn. The work to make them harder to threaten has only begun.
