Four buildings will rise at the Savannah Gateway Industrial Hub. Power needs hit 3.2 gigawatts, supplied by Georgia Power in phases from 2028 to 2032. Enough electricity for more than 2 million homes. County leaders hailed it as one of the largest private investments in coastal Georgia history. They even suggested it could wipe out homestead property taxes.

But the timing feels fraught. Data centers face mounting resistance across the U.S. At least 75 proposals worth $130 billion were delayed or blocked in the first three months of 2026 alone. Over 430 local Facebook groups, with more than 525,000 members, organize against them. New York Governor Kathy Hochul signed a statewide moratorium on large-scale facilities. And Effingham residents prepare for a public open house on July 23. The Democratic Committee of Georgia’s 12th Congressional District urged people to show up.

Water sits at the heart of the controversy. Critics point to past incidents. One newly built Georgia data center consumed nearly 30 million gallons without proper billing or reporting, according to local reports shared on social media. In Newton County, officials once declared they simply didn’t have enough water for all the proposed projects. The Altamaha Riverkeeper warned that state plans overestimate future supplies. They assume a 72-million-gallon daily surplus once Georgia Power’s Plant Scherer retires in 2038. Yet surging energy demand from data centers could delay that retirement. OpenAI moved aggressively to blunt those fears. The project will rely on a closed-loop water system. It recirculates water like a car radiator instead of constantly pulling from local sources. Ongoing consumption stays minimal. Company officials said exact figures remain unknown because design work continues. Still, they insist daily needs will match those of an ordinary office building with a similar workforce. Restrooms, kitchens, sanitation and maintenance. Nothing more. No diversion from community supplies. Business Insider first reported those specific pledges.

The commitments go further. OpenAI promised Georgia families won’t subsidize any part of the project. The firm will cover the full cost of new infrastructure and electric service. No rate hikes for residents. During peak demand periods the campus will even reduce its own power draw. And to sweeten the deal, the company pledged $80 million in community benefits over the project’s life. Local contractors get priority. An independent audit happens every year. Results go public.

Jobs form another pillar. Thousands of construction positions during build-out. More than 1,000 permanent operational roles once complete. Hundreds of millions in state and local tax revenue projected. OpenAI also dangled an unusual incentive for students. Up to $71 million in credits for its Codex AI coding tool. Eligible students at Georgia colleges, community colleges and technical schools qualify. Plus $100 in Codex credits through ChatGPT for each one. The idea aims to tie the facility directly to local educational gains.

Sam Altman sounded realistic about the headwinds. “AI is not very popular in the U.S. right now,” the OpenAI CEO told audiences earlier this year. He added that data centers receive blame for electricity price increases. “Almost every company that does layoffs is blaming AI, whether or not it really is about AI.” His comments reflected broader industry frustration. Altman once dismissed water worries as “totally fake” and “insane.” That stance drew sharp criticism. Yet the company’s own announcements now emphasize closed-loop or low-water cooling systems. Recent coverage shows the tension persists. The Atlantic examined the divide just days ago. One camp warns AI infrastructure will worsen droughts and strain the Great Lakes. The other, populated by tech executives, calls the crisis manufactured. Closed-loop designs eliminate evaporation losses in theory. Once filled, they recycle the same water indefinitely. But real-world performance varies. Maintenance, leaks and initial filling still require significant volumes. And Georgia’s data center boom already strains infrastructure. Effingham County’s announcement arrived with a polished website. Project Camellia’s page stresses long-term partnership with the community. OpenAI met repeatedly with county officials, school district leaders and residents before going public. The firm highlighted its willingness to incorporate feedback. Yet skepticism runs deep. One newly constructed facility in the state used 29 million gallons before utility systems caught up. Residents watched their wells run dry near other sites during construction, even when the centers weren’t yet operational. Sediment issues sometimes played a role. Still, the pattern fuels distrust.

Power demand adds another layer. The 3.2 gigawatts required here dwarfs many existing campuses. Georgia Power must expand transmission and generation to meet it. That build-out carries costs. OpenAI’s pledge to absorb them aims to shield ratepayers. Similar promises have appeared elsewhere. Execution remains the test. Annual audits represent one accountability mechanism. Whether they satisfy opponents is another question.

Broader context reveals why resistance grew so fierce. AI training and inference require enormous computation. Each query to models like ChatGPT once carried inflated water estimates in media reports. Some figures were later corrected by orders of magnitude. But the cumulative impact of thousands of facilities is real. A Morgan Stanley forecast projected AI data centers could consume more than 1 trillion liters of water annually by 2028. That number, even if high, illustrates scale. Times of AI referenced that estimate in January.

OpenAI’s approach in Georgia appears calculated. Address every major complaint head-on. Water. Electricity bills. Local hiring. Education. Transparency. The student token program stands out as particularly creative. It turns a slice of the project’s value into direct educational tools. Codex helps users write code. Giving students free access could build goodwill among younger residents and their families. Whether $71 million in credits materializes, and who qualifies, will draw close scrutiny.

County manager comments reflected optimism. The project could catalyze “Project Zero,” the local push to eliminate property taxes. School districts stand to gain from new revenue. Yet environmental groups remain wary. The Altamaha Riverkeeper continues to question whether state water plans hold up under accelerated demand. If Plant Scherer stays online longer than expected, that promised surplus evaporates. Data centers don’t just consume power. They accelerate the need for more of it, often from sources that themselves require water for cooling or fuel extraction.

So far the response on X mixes excitement with caution. One data center analyst called the 3.2 gigawatts “massive” and noted it will still drive significant grid investment. Another observer highlighted the closed-loop design and community fund but warned that promises need delivery over years. Past projects in Georgia hit snags despite comparable assurances. Public meetings like Thursday’s open house in Rincon will likely surface pointed questions about exact water volumes, backup systems and contingency plans if the closed-loop technology underperforms.

The announcement also arrives as OpenAI itself faces internal and external pressure. Competition in the AI race intensifies. Hyperscalers and startups alike race to secure power and land. Microsoft, Meta, Google and others pursue similar builds. Many keep their water usage figures opaque, a practice Google has started to challenge by releasing more location-specific data. That secrecy has fueled the “black box” perception. Communities grow alarmed when they cannot obtain basic consumption numbers before approvals.

Project Camellia attempts to break that mold. Detailed pledges. Independent audits. Student credits. Local hiring priorities. The company clearly studied recent failures. It understands that data centers are no longer viewed as unqualified economic wins. They carry trade-offs. And in water-stressed or power-constrained regions, those trade-offs spark organized opposition.

Whether Effingham County becomes a model or another flashpoint depends on follow-through. Construction will take years. Power delivery phases stretch into the 2030s. Water systems must prove themselves under real loads. Audits must remain truly independent. Community benefits need transparent allocation. The $20 billion price tag commands attention. The question is whether the accompanying promises can restore trust in an industry that has squandered much of it.

Altman’s frank admission about AI’s unpopularity suggests the company gets it. Blame for layoffs, higher bills and resource strain lands at tech’s doorstep regardless of nuance. Project Camellia represents an attempt to change that script in one corner of Georgia. Success here could influence how future campuses are proposed. Failure would add fuel to the growing moratorium movement. Locals, regulators and environmental advocates will watch closely. The open house tomorrow marks only the beginning.
