That data comes from Hitwise UK, so it may appear to be the Brits following America's lead from last year. But a quick Google Trends search shows that searches for "pirate costume" is beating Hanna Montanna and Michael Myers masks handily.
New to the list is "master chief costume." You can thank the release of Halo 3 for that one.
Interestingly, this year's most popular list isn't that different from last year's: pirates, Star Wars, fairies, Beetlejuice.
Now there was a movie!
As for movie villains, Yahoo says Michael Myers leads the pack, followed by newcomer Jigsaw from "Saw," Freddy Krueger, Jason Voorhees, Chucky, Hannibal Lecter, Pinhead*, and Leatherface.
Yahoo's top costume list in the "final hours" is a bit different though. Pirates don't even make Yahoo's list. The top 10:

*Pinhead is my least favorite of Clive Barker's characters – not nearly as scary as Uriel the Scourge in Weaveworld, which is a fantastic book, if you haven't read it.
