The Kentucky Court of Appeals ruled late Tuesday that the state could not seize 141 online gambling domains because they do not constitute a gambling device under Kentucky law.

The ruling overturns a controversial decision made by Franklin County Circuit Court Judge Thomas Wingate in October that said online gambling domains could be seized by the state because the domains were illegal gambling devices that violated Kentucky law.

PartyGaming Founder To Give U.S. $300 Million

The co-founder of an Internet gambling site has pleaded guilty to violating U.S. online gambling laws and has agreed to forfeit $300 million.

Anurag Dikshit, 37, a former director of PartyGaming PLC, pleaded guilty Tuesday in U.S. District court to charges that he used wires to transmit bets and wagering information the Justice Department said.

Kentucky Governor Cracks Down On Online Gambling

Kentucky Governor Steve Beshear has announced he wants to shut down 141 illegal Internet gambling sites in the state in an effort to stop unregulated online gaming.

Beshear has filed a civil suit against the 141 domain names and is asking the court to force the sites to block access to Kentucky users or give up control of their domain names.

Study Urges Legalizing Online Gambling

The U.S. and Canada should legalize and control online gambling to reduce negative effects, because gamblers play more aggressively online than they do in casinos, according to a joint study by the University of Western Ontario in Canada and the University of Nevada in Las Vegas.

Dutch Parliament Flush Online Gambling Bill

The Dutch parliament voted down a bill that would have allowed casino operator Holland Casino open a gambling Web site on a trails basis.

The bill was defeated in a close 35-37 vote on Tuesday. The bill passed the lower house of parliament in 2006. It was the upper house that rejected the bill this time. Passage of the bill would have allowed Holland’s gambling monopoly, Holland Casino to have a three-year trial period to operate a monopoly gambling Web site.

A ruling from World Trade Organization arbitrators will allow the Caribbean nation of Antigua to suspend its intellectual property obligation to the United States to compensate for the U.S. prohibition of online gambling.

The decision will allow Antigua to take copyright-protected U.S. goods, like CDs and software and sell them without copyright protection. The value of the goods can total up to $21 million annually to compensate for the financial loss the country has suffered.
