Samantha Ramsey, 19, Shot Dead by Kentucky Deputy

The Boone County, Kentucky Sheriff’s Department is investigating the fatal shooting of a teenage driver over the weekend by a deputy who claims the deceased was attempting to run him over.

Deputy Tyler Brockman shot Samantha Ramsey, 19, of Covington, Kentucky, just after 2 a.m. Saturday, as she was leaving a bonfire party in a field along the Ohio River. A dash cam video recorded from Brockman’s cruiser depicts the deputy approaching Ramsey’s car, but didn’t capture the shooting. Brockman stated that after ordering Ramsey to stop her car, the teen accelerated, causing the deputy to roll over her hood and hit the windshield. One of Ramsey’s passengers, Chelsey Pendleton, claims that Brockman had willingly jumped onto the hood of the car from the side of the vehicle.

Boone County Sheriff’s Department Spokesman Tom Scheben commented that deputies are trained to “protect themselves first” when suspects approach them with vehicles. Scheben adds that the investigation will be turned over to Commonwealth’s Attorney Linda Tally Smith, who will ultimately decide whether to refer the case to a grand jury. Statements will be taken from Ramsey’s passengers, as well as from witnesses who were at the party.

Pendleton’s mother Donna said that as her daughter was sitting in the back seat behind Ramsey, “She heard pop, pop, and she ducked. Then she heard pop, pop, and there was a bullet right where she (had been). If she had not have ducked, it would have been worse for her.”

Ramsey had been convicted of drunk driving in Kenton County, Kentucky in August, and her license was suspended for 120 days. Kentucky considers anyone under 21 with a blood-alcohol level of 0.02 or greater to be legally drunk.

Brockman was treated for a leg injury the morning of the shooting, which will be considered in the investigation, which is still pending lab results.

    I think the cop should be executed by those dodgy drugs used in US prisons at the moment. If you jump on the hood of a car that’s leaving a party, and shoot a teenager through the windscreen, it doesn’t matter who you are – a cop, a gangster, a psycho, you don’t deserve to keep your place in society.

    Cops jumping onto the car or letting the car brush against their leg is now standard procedure so they can open fire on and kill drivers and passengers. It’s plain the car was no longer a threat when the killer opened fire through the rear window. This was premeditated murder plain and simple.

    the cop is on leave with pay until notified when to resume his license to murder job, and the little bump on his leg from jumping on the car justifies his actions to protect himself ! the saying on the cop car should be To Protect And Serve My selfish self !

    Officer tackles moving vehicle from side. Shoots teen driver when he realizes tackling a car is an ineffective way to stop a vehicle. Officer complains of sore ankle.

And HE COULD HAVE called down the road to the other police and had her pulled over HE COULD HAVE took her license plate number and had police go to her home. HE COULD HAVE done a lot of other things but to shoot a 19 year old kid 4 times leaving a party with her friends. Let that be your 19 yr old child and this tragedy happens and then say she could have just stopped. Kids don’t always make the best decisions but they shouldn’t cost them their life. They should be able to learn not be buried at 19.This Poor mother has to bury her only daughter a couple weeks before Mothers day. These poor kids seeing her get MURDERED. They don’t say on the news that this child graduated on the honor roll. And graduated with college credits. And was a awesome, sweet, beautiful person inside and out.           Facts are he jumped on her car when it wasn’t necessary and shot and killed a 19 yr old MR. I don’t care. Yes she was leaving a party. And yes she could have stopped but was that really worth taking a persons life? No I think not. And you don’t know her I did. I was commenting on how she was.             Yes. Those are the facts. I haven’t disputed them.

          OldSlaughter: I think you are missing the point. Throwing the burden of not getting shot on the victim here is unseemly. I don’t think rude is a word that fits. I could have offered a cop a glass of water, a coffee, a beer (who knows) or I could block up the roadway until he emphatically tells me to move on, but to say that Samantha Ramsey did not stop is idiotic because she did stop. Had she did what she is accused of and accelerated away from the scene she might have elluded Brockman and she would probably be alive, so “She could have stopped” is a hurtful suggestion. The physical evidence says she stopped. The physical evidence and his statement says he jumped on her hood and shot her. So you can support your cop buddies in saying that it is a tough job but saying Samantha did not stop is a nonstarter.

            I may well be. He may well have acted incorrectly. She could however have stopped when the policeman approached as I suspect 99% would. The fact that she has a DUI record also leads me to think she didn’t want to.

            The video shows here slowing right down, he is holding his palm up and stopping her, she accelerates off. Are you suggesting that if she had stopped then, as probably instructed, she wouldn’t have been shot?

            I am not saying not doing so deserved shooting. Not at all, but she could have avoided it by stopping. Is that an unfair statement. Forget ‘unseemly’ for now.

      And? How was she ordered to? What I saw she did not flee. O, the she did not read my mind so I killed her directive? You folks know nothing of the law. Capitol offenses are enumerated in the statute and pissing off a cop is not one of them. Whatever cops are trained to do does not make it legal for them to do so. It is not a defense in court.

    Six weeks into this nightmare, and no estimate how long this investigation will drag on. Can you imagine what it is like at the Ramsey home? But factor in this: In the five weeks probably twenty felons have been apprehended in Boone county without a shot fired. Some of these are dangerous folks. And before the sheriff says those important words, “It was qood shoot or it was a colossal criminal mistake,” his men will probably find and jail a hundred dangerous criminals. How do you let this family look at the picture on the mantel and not do your job to conclude this investigation? All because the shooter was one of the “good guys.” In North Carolina a cop put ten into an unarmed civilian and was in custody in four days. Different circumstances but if it is true that a good prosecutor can get a ham sandwich indicted then the indictment in this shooting should be simple and the jurors picked. Let the shooter have his day in court.

    What fact was not in evidence on day three that would make this investigation drag on for two months? The shooter is known, the victim is dead, the crime or valid use of force was videotaped, the statutes are clear, what is the holdup?
