  • A federal appeals court this week lifted an injunction on a Texas law cutting off state funding for Planned Parenthood. According to an Associated Press (AP) report, the 5th U.S. Circuit Court of Appeals ruled that the temporary injunction be lifted before a trial regarding the law proceeds in October.

The law, signed by Texas Governor Rick Perry, prohibits the state from funding organizations “linked to” abortion providers. Planned Parenthood clinics provide family planning and female health services to low-income women throughout Texas. The organization states that none of the money it receives from the state of Texas goes to fund abortions.

Now that the injunction has been lifted, the state is free to cut off funding to Planned Parenthood, which is the largest care provider in the Texas Women’s Health Program. According to the AP, the program provides women’s healthcare to thousands of low-income women in Texas, but does not provide abortions. The program was mostly funded by the federal government, which provided around 90% of the funding for the program. The new legislation has caused federal officials to cease funding for the program. Perry has stated that the program will be self-funded by the state of Texas.

“Texas will continue providing important health services for women through this program in spite of the Obama Administration’s disregard for our state law and unilateral decision to defund this program,” said Perry. “Today’s ruling affirms that Texas’ Women’s Health Program has no obligation to fund organizations that promote abortion – including Planned Parenthood. The 5th Circuit’s decision is a win for Texas women, our rule of law, and our state’s priority to protect life. We will continue to work with Attorney General Abbott in the fight to defend our state laws.”

Texas already has several anti-abortion laws in place. Texas laws require women wanting an abortion to be provided with a plethora of “A Woman’s Right to Know” reading material 24 hours in advance of her appointment. Anyone under 18 must obtain parental consent for an abortion.
