This is an old story. The PPC model the bread and butter of Google has long been criticized as being blatanly unfair. It is a known tactic of competitors to click each others ads thereby lowering the budget available for advertising. Google claims it has worked out a system to nab cheaters but certainly suttle manipulation of thes ads will dmage any advertiser.
