This is an interesting topic, which should be further researched and addressed, as mobile phone usage in Japan has only 15 years of experience.  An interesting presentation on the subject in English named "Mobile Phone and Children in Japan" details some of the current levels of usage by children 4 - 12 years of age.  It's quite astonishing that 31% of 4 - 6 year olds in this study use a mobile phone !
