Great article breaking down the key points. I am pleased to see Congress taking an active role. If Net Neutrality is unenforceable, how were people able to prove, or at least suggest that broadband providers are blocking content? I think the question of enforcement is now a matter of applied effort, not a lack of technical ability.

Minor correction: Rep. Lofgren is a SHE, not a HE. I am sure most of your readers in Silicon Valley know of Rep. Zoe Lofgren as she has represented San Jose (CA 16th District) since 1994.

My apologies to Ms. Lofgren and I've removed the stem from the Apple, so to speak. Totally a subconcsious error, not because I don't believe in women leadership, but because the name Lofgren made me think of the actor who played Ivan Drago in Rocky IV (Dolf Lundgren?).
