Texting on electric wheelchair...

I am not sure how exactly do authorities mean "texting", but for poeple with disabilites it is vital to have some sort of communication device with them when going out. And since I can only be in my electric wheelchair and not step out - will i be prosecuted even when waiting at red light? Absurd!
