I dont know what Clintons plan is but all you really have to do is force the phone companies to upgrade equipment and server 100% of the customers. Quoting %s is fine but since most customers live in the city it gives false info of how muuch of the area is being served

Right now many customers cant even get over 28.8 connections due to bad phone lines. If the FCC would just require the phone cos to provide a 56k connection to all customers that would help a lot. As it stands now they don't even have to provide a line that can do data. Some rual lines won't even do 14.4 and FCC has just ignored this problem.
