ASP.NET: Testing a file-system web site with IIS

What do you do when you get Unable to start debugging on remote server. This is not a remote server.

Notables
1. I have windows firewall
2. set my host file to 127.0.0.1 http://www.debug.foobar.com
3. set my file-system website property pages under start options, custom server to http://www.debug.foobar.com/vdirname

when i start the debug process, i get the error above.
