I still think that page rank alone will increase your position in the SERPs, especially when you are targeting low competition terms.

Many people say PR is useless, all I will say is there is some synergy between a successful site and PR. Look at all the sites listed in competitive areas, most have a high PR

A lot of people totally over estimate pr, seen as toolbar pr is not even accurate at any given time ,just a snap shot of your popularaity at a given time even more reason to not worry about it, however given that link building is a big part of ranking its not really a case of one at the expense of the other, efforts in either area will have benifits in both ,with googles supposed recent clampdown on paid linking do you still advise people to take on paid linking ,{i realise this is quite an old post} would be interested in your current take on such
