Google's 30 Point Penalty?

This is a shout out to everyone involved in SEO who keeps up with the latest trends.

Has anyone heard about the -30 penalty? I was just reading about it in an SEO forum. Apparently there isn't much known about WHY it is applied, but they say it works like this: if your webpage is currently riding at #2 for a certain keyword term, it will abruptly be dumped to 32 in the Google rankings, losing 30 positions overnight.

Webmasters seem to be taking it seriously as there have been many confirmed instances, but still no explanation on what they did wrong to incur Google's wrath.
